Those are baby teeth he will lose anyway but it is great to get him used to the toothbrush.
To start, rub a little of the dog toothpaste on the bristles and with you holding onto it, let him play with it and take it in his mouth. Just do it briefly so he is used to the brush being in his mouth. Then move to a little brushing on the front teeth. Progress over time to full brush but at that age, no rush and you can get him used to it without trauma. When I start doing the teeth brushing for the day, mine all line up to be next asking for their teeth to be brushed.
Make it a positive experience and it will be a positive one for life.
