Okay - I tried this a few times today. After a 2-3 minutes of tantrums, growling and fighting, she would do the submissive thing. So . . . . . my question is . . . you said: the vet says this works all the time. If it doesn't work, there are more severe issues. What is the definition of it not working? How many times, days, etc?
