Started doing a lot of reading and discovered that residue from shampoos and conditioners build up on the skin and can cause problems such as you describe. I started using Coat Handler products....Shampoo and Conditioners (15 to 1) and Skin Works, another colorless and odorless product by the makers of Coat Handler products and my problem is almost gone. The help line recommends that you bath your dog once a week with the shampoo and conditioner (they contain no harmful ingredients.....no oils, silcone, etc. that can cause residue to build up) and then apply Skin Works three times a day to the affected areas. That Skin Works is a wonderful product. I saw improvement immediately. Good Luck!!
