The behavior you discribed is a submissive and probably fear. You have to see things in his prospective. He is only 2lbs! Most dogs are bigger than he is. He doesn't know if they want to be his friend or hurt him or what. So, he lays flat with his belly up and hope they are friendly.

Here is a word of caution. You have to be careful when you are walking your dog. You shouldn't allow strange dog to approach him unless he is in your arm. You don't know the other dog well enough to trust it not to bite your dog or possibly kill him. Keep in mind, it can happen in a second and everything will be over. So, PLEASE look out for your dog when you are walking. Better safe than sorry.

As for doggy playmate. I think it is a good idea. Go with dogs that are not too much bigger than he is. It will help his confidence and help develop socialization.
