Default Disinterested male tips?

Hi guys, my sister is breeding her maltese. This is her second heat, a beautiful dog. The male is even cuter that she's trying to father the litter with. He's a tiny bit smaller than the would be mom. The problem is this male seems disinterested in her. They both live together, we've tried seperating them today and bringing them back together to no avail. He'll sniff a tiny bit but that is it. There were a couple days back that he tried to mount her. He is 1 year old.

We believe her to be ready, she's flagging. Her neutered male surprised my sister and was found tied with her yesterday. I also let my experience male around her and see if she was ready (closely supervised). He felt she was ready. She'd love to have a litter with this lovely boy and will wait a heat if need be. I'm wondering if he's too young, inexperienced. If anyone has any tips for uninterested males or advice, we'd love to hear them. Thanks!
