Hi, yes i think its being submissive aswell, i dont think its that he doesnt like other dogs just that he's a bit worried and is telling them in doggy language that he's not a problem and he's not gonna be any trouble.
We have a friend with a german shepherd and Buddy did this when he first met him once he realised this huge dog is a big softy he was fine and now chases him around the garden!
I think once he gets used to playing or being around other dogs he'l get a little more confidence.
