Take him to a puppy school that is set up for small breed dogs. In my class, they would put the puppy in it's own ring of safety and let the other dogs greet him through the barrier. There were other activities that were used to help the dogs get over their fear of people and other dogs. Most important is not to allow other people or dogs to forcefully invade your baby's space. If you can't find a class that can accommodate small breeds, then an animal behaviorist or private training sessions might be helpful. Hey, maybe you could contact Ceaser Milan?
