I think this is your best bet. I would post in the local paper that you are looking for anyone who saw the blonde lady in the parking lot at Walmart that day trying to sell the yorkie to please call you. Someone may have seen her and know who the person is. I hope this is the lead you are looking for and not someone trying to throw you off the trail.
