You'll hear lots of differences on this one. I use harnesses for walking.
Marcel wears his collar when we're home bc he MUST wear a bell - he's only 2 pounds. He has a tag (non-dangling) on there as well and will eventually get microchipped.
Wylie is chipped and wears his collar w/ tags 24/7 - he is 7.5 pounds and we've never had a single problem.
If collaring, DON'T follow the large dog rule - "2 fingers btwn collar neck". You have to correlate this rule to a yorkie size - at best, you want to *just* fit one finger in there.
