you are correct........ you can carry-on as long as there are not more than the limited amount of pets on board. ALSO...... it is my personal thinking that a Yorkie shouldn't be put on a plane as "cargo" anytime. NOW remember..... this is my own personal opinion.... I know that their are good YT'ers who have received and shipped their Furkids.
