I really hope that you can find his owners! My Maltese/Bichon has the type of fur that mats SUPERRRRRRRRRRRR easy!!! So, it may that he hasn't been lost that long because I am serious, Bailey's fur gets in a mess almost over night! I bet somebody is really missing this sweet guy.
