My apartment complex is doing construction in the hallway (installing carpet) this week so it may be the noise that could be making him bark?

I just hope it stops eventually. It breaks my heart to think that the little guy is sitting there barking his head off wanting someone to come be with him!!

But I also don't want to get evicted from his constant barking

The noise might definitely be spurring on some of the barking. For the most part they tend to settle down and sleep when we are not around (especially being that young). Is he in a crate or an xpen. Maybe part of it is that he doesnt' like being in a small space if you do have him in an xpen. It's hard because he is a baby.
