I'm appalled at how many Vet. will "sluff" off a problem by telling you to give them medication instead of getting to the source of the problem and correcting it. Itching can come from many sources, but generally it's food related. If there are no fleas or skin problems and no weed killer or fertalizer on the lawn, it just may be a food allergy especially since the head is also itchy. You could put the dog on rice and hamburger for a week or two and see if that helps. If it does, then I'd keep the dog on real food.
