if you put a regular harness (not the step in kind) on the dog upside down, so that the D ring is on their belly (instead of their back) then clip it to a very short tether attached to the bottom of the basket - then they can't fall out and dangle. Make it just long enough that they can sit up in the basket. That's what I do.
