Forgive me if you've already done this, but...
You said earlier that the women are from Tracy...45 min. away from you. Is that a different police dept.? Have you contacted them?
Also, I would put up fliers at vets, groomers, pet supply stores, Walmarts in Tracy and contact that newspaper and some of the women's clubs and veteran's groups. In small towns, you find the people who are retired and know EVERYONE. I would ask who those people are at the post office or local coffee shop.
