You know if it was any of us and a neighbor dog "bit our dog" we would definately be taking them to the vet and having discussions with the owner. In my opinion, she just wants to be nasty, and her dog is not injured. Otherwise I think she would discuss a vet visit with you or your mom. Hope your mom is doing well and taking life easy. I wouldn't worry about your neighbor.
