my best advice with the kongs is the same for any toy you get your puppy. you just have to watch their play and if they are able to destroy the level you have for them, move up.
i didn't start with the puppy level since at that time he was already destroying other toys.
i have found the kongs are some of the longest lasting toy investments i have in the house.
