Default Pads? and your opinions, please

I am moving into an apt this week for the first time since having dogs. I have never used pee pads for training. However, with it just being me at the apt and with the large size of the complex, I am considering training the girls to use pee pads out on the balcony. I have a few reasons for this idea: 1) There are no fenced areas. 2) Having both girls (3.5 yrs and 8 months) on leashes is nearly impossible for one person at this time, 3) I work from home and can't really take them for walks each time one decides it's time to go out, and 4) I still get up some evenings to take one or both out, and I'm not wanting to walk some distance to get to an area where they can go in the middle of the night. Spooky!

Anyway, so my idea is to maybe train them to still "go outside" by using the balcony, but having them use peepads out there so it's easy to clean up (and won't fall on the neighbor's patio below).

What are your thoughts on this? How do I train them to use pee pads?
