They sound like freaks.
HOWEVER, I would keep my dogs in the fenced yard or on a leash. There's too many horrible things going on in the world & you just never know what someone's capable of.
What if they hurt/killed your dog because they caught it doing something (or even if it wasn't doing anything)?
