If you find a vet that is familiar with toy breeds, putting him under should be safe. All good vets do pre-anesthetic bloodwork now to make sure it's safe to put them under. Most vets will pull retained baby teeth when you have him neutered. I'm surprised your girl's came out on their own after that long. That doesn't usually happen. My boss has a 3.8lb yorkie (1 1/2 year old) who still has one baby canine and it's gotten pretty gross. She's about to get her spayed soon and have that tooth pulled at the same time. I had Lacy's 4 baby canines pulled out when she was about 7 or 8 months. She was just fine. I'll probably be getting her teeth cleaned this August as well.
