Wow...I just read something about this on Warren Eckstein's page...it basically said that the dog was probably separated from her mother too early (which might be true in your case...you said you had her for 3 weeks, but she's only 8 weeks old, which means she was separated at 4 or 5 weeks). So, she basically thinks that you are a litter mate, and not the boss. There's this stuff called Bitter Apple which would put on your hands and it tastes horrible to her, so she will stop biting you. But, to correct the underlying behaviour, Eckstein recommends keeping a toy or two that only comes out when you put the sweater on. At that time, you distract her with the toy and get her focus on that toy, and with the bitter apple on your hands at that time, she won't bite you. For the future, though, you will probably have to change some things so that she grows up knowing that you are the alpha, or mommy. Check out Warren Eckstein, too, if you get a chance.
