They love them some rugs. Mine would leave every other bare spot and find a rug or throw rug. We just installed hardwood through out and removed all the carpeting because Miss Lulu likes cushy places to place her tushy. She is not allowed upstairs alone or when she hasn't gone potty outside because I am afraid for the new very expensive area rugs that I have put in my kids bedrooms.
Definitely clean the area well and keep him away from them until he/she is fully housebroken. Carpeting and rugs seem to draw them and once they get to peeing it's hard to get all the stain out completely because the pee seeps under into the padding.
