It doesnt look like any tatto I have seen done by a vet ,they usually do some numbers and letters.I moved your photo into my photoshop program and tried to get a better look at it. It looks like a design of some sort and not a number and letter series like what my one dog has in her ear . So unless vets are getting really creative these days Im not sure what it is
