Gracie has a paper fetish as well. Nothing makes her happier than to shred newspaper, scrap paper, paper towels, kleenex, you got it. If baby does not shred used pee pads, you might try putting two down and overlapping them, putting the unused one on the bottom. The other thing you might try is misting some bitter apple or other chew repellant on the pee pad, Lastly, it might very well be a thing that your baby will outgrow. When Gracie was younger, she loved to shred her pee pads. I have not yet found a pee pad holder that beat her! I ended up tucking a couple ends of it under the side of her ex pen and that finally slowed her down. She finally just grew out of it.
