Considering that Jo has fessed up to his crime there will be no petition filed for a complaint in court. Since he is a juvenile and this is his first offense we are recommending 40 hours community service. His CS is to be served within the next 30 days. The community service must involve his caring for the deceased cows family.
Just remember Jo, this is your first offense but there is a 3 strikes and your in jail rule so you better tow the line.
