I don't know who would need to approve it, but here are some links to some publishers who specialize in creating cookbooks for fundraising. Most publishers will require a minimum order of around 200 or so cookbooks so you would need to make sure that you can sell at least 200 of the finished cookbook. I think that the only real hurdle you will have is finding a publisher who will let you submit your own pictures instead of using their stock photos. I know that the first one does let you submit your own photo for the cover and will do custom fillers and I'm sure most will be willing to work something out.

Some of these site offer free templates as well, if you wanted to do it yourself and take it in to someplace like Kinko's for the binding. If you use the software, make sure that it doesn't state for personal use only.
