I think it could be that there's sometimes a little poop hanging off her bottom and she's trying to get it off. Most of the time a tiny little pellet seems to drop in her second pooping attempt.

I can't remember my guy having anal gland problems until he was over a year old, so maybe that's not it. Of course, my groomer may have been expressing the glands without my knowledge!
I think you're probably just being a typical new Yorkie mama and stressing about everything. Believe me, I did the same thing. It's only a problem if there's pain or if persists.
Edit: I just realized I didn't answer your question. No, it's not unusual if a discharge doesn't come out when they rub their butt over the ground. Some people say dogs can't discharge it on their own. I'm not sure I agree, but they don't always solve the problem immediately.
