Two things come to mind. The easiest is that sometimes not all of it drops, and they can feel it hanging there. They strain to get it off.
More likely, she needs her anal glands expressed. Your groomer or vet will often do this for you, but here's a link explaining. My groomer does it regularly, but I've found I've had to do it myself a couple times when I notice him scooting his butt across the grass.
