My first thought was leather ear, but reading about leather ear, it seems it is more slimy than crusty. It starts with black edges around the edges of the ears. If you go here and scroll down (quite a ways...to where you see two pics of yorkies. you can read about leather ear to see if it sounds like it could be that.
