The USDA nor any federal governmental agency requires a health certificate for your pet to fly, but individual airlines MAY require one so, it is always best to have one. If you are concerned about the cost, before you pay your vet for an unnecessary health certificate, check with the airline you and your pet are flying on to see if it is required.

I would hope that most vets are like Carter's Moms and wouldn't charge for the health certificate, but some are not as generous, unfortunately.
