While it might not truly be ILLEGAL to fly without a health certificate as my vet stated or as I understood her statement, the airlines are within their right to require one.
Thus my statement . . . better safe than sorry when arriving at the ticket counter. Better to be prepared than for your pet to be unable to accompany you.
