You will need to devote a couple of days completely (maybe weekend?) to watch her and take her outside very often. Especially after sleep and eating, after play etc. Take her for a small walk around and watch carefully her outside. It is very easy to miss her doing her business because they are very quick at this age on doing wee-wees and do not really dip down low to notice it. Ounce you saw her - praise and give treat right away (but do not get over excited, you will scare her). Say her something like "good girl, you are doing pee-pee" while she does it. After awhile if you say "pee-pee" she will know what you mean. Do the same when she goes on potty pads inside. She has to learn what "pee-pee" means. Remember, you will have to be very watchful and consistent. When she knows what pp means stop giving treats when she does on potty pads and give them only outside. She will learn quickly that it is better to wait.
