Default How to break from being so needy?

Ok...I have a puppy named Nadia that has been very sick most of her life (due to vets not able to find out what she had for a very long time and then overmedicating her). So yes she has been very spoiled, held a lot and I also had to syring feed her. So my question is how can I go about breaking her of me? She will not play with any toys or the other dogs unless I sit on the floor with her. If I sit on the couch she will only sit at my feet and continue to try to jump up on the couch for as long as I sit there. She is only a little over 15oz and her jump is about an inch off the ground so there is no possible way for her to ever get up here. I do hold her on my lap on the couch though...do you think I should stop?? I just want her to be a dog and not be so dependent on me as when I am not here she is very sad. I am worried that when she grows up she will have emotional problems from this. She is 15 weeks old now and her real Mommy Paris doesn't give her attention any longer and she doesn't seek attention from her at all. Just me. We always socialize our puppies a lot and do all we can so they can go to their new homes with great ability. Nadia isn't going anywhere (her forever home is right here) and I don't really want a problem child! LOL So? ANY ideas??????
