You might want to start with your local Chamber of Commerce and they will have all kinds of information to help get you started. There's a lot to starting any kind of business where you have people/dogs coming and going. Being insured, bonded...all kinds of things they will be able to help advise you on.
Some even do a market research to see if one is really needed in your area.
