It sounds like the coat has already changed from the puppy coat, so its probably the texture it will stay. Like Buttercup says, try blowdrying, it helps.
I don't know how reccomended this is by others, but I use a lot of human products on Wobie, because we kind of have the same hair type, lol: curly and poofy and frizzy. So you can try some hair products meant to relax the curls in curly or wavy hair.
