I think the chip has a number in it,and when you need to find your pet that number will show up on th lost pet "thing", and it will tel whom ever who the pet really belongs to.
You must activate it ,if you don't it will only be for local tracking,and not national.

You only have to pay the $14.99 yearly fee if you want their "extra" services. Otherwise you just pay it once.
I went round and round with the company about it cause I was NOT going to pay every year. It took a while but they finally told me I would still be in their data base and if my dog was scanned, the information would be available. At first they made it sound like you HAD to pay yearly.
