You only have to pay the $14.99 yearly fee if you want their "extra" services. Otherwise you just pay it once.

I went round and round with the company about it cause I was NOT going to pay every year. It took a while but they finally told me I would still be in their data base and if my dog was scanned, the information would be available. At first they made it sound like you HAD to pay yearly.
