I think we all agree those dogs need to be removed fast! I don't want to judge you and I can just imagine the stress and inner turmoil you must be going through but I can hear or rather read that this has affected you so much and you are so distressed by what you have seen that I am amazed that you are able to concentrate on your studies at all!! I know I couldn't!   
My advice, act now so that you can rest easy and prepare for your exams properly without this worrying you. Tell her straight, either she gives them up to rescue home (someone mentioned one a few posts up) or you have to report it.  
At the end of the day, if someone can't respect other animals, how much respect will they have for their friends? I know all these thoughts must be crossing your mind and that is what makes it so hard. But you seem to be a caring kind individual so trust yourself, as harsh as it is but rest assured, this will be one battle that will certainly remind you of who you are and the respect those (humans and animals) around us deserve.   
And besides, you have us to make you feel better if things get nasty!  | 
 
  I totally agree.  I know it's a tough decision, but we support you.  Check out the rescue group in the Woodlands mentioned in an earlier post, or try this group my friend in rescue recommended.  It's in Hempstead (outside of Houston)

You definitely do not need this stress right now along with exams, and I know it will continue to hurt your heart until you find a resolution.
