I wish there was a national animal abuse registry (like sex offenders) and these people would not be allowed to purchase animals and would do lots of jail time.
p.s. I could not be friends with this person! It reminds me of the condition one of mine was in when I got her-malnourished, ear infections and tape worms. It makes me feel sick to even think about it!
The ball is in your court-you need to help them. Be it take them, report her or get them to a rescue.
