Personally, I would tell her that friend or no friend she is being cruel to them and that it is a crime punishable by law. I would tell her that "as her friend" you are giving her a head's up, but that if the pups aren't in a MUCH better situation in 24 to 48 hours I WILL report her, her sister, her sister's cousin and everyone else in that apartment who knew about it and didn't stop it. If she sees nothing wrong with how she's treating them, then obviously a third party needs to explain it to her.
Please keep us informed. I know your heart will tell you the right thing to do. Get some sleep and think about it.
