I think that the "someone with guts" who will "call the apartment complex" is you! You wouldn't be discussing this if it didn't make you crazy. YOU can do this!!! I have faith in your courage. Call them, report it and tell them to call the police. The police will call the appropriate people for that area to take care of the dogs.
The worse that can happen is that you lose a friend. Hey, there are lots of us here who want to be your friend! You deserve a true friend.
