If she does place them in an ad; this is the oppurtunity to report annoymously. If anyone goes to look at these animals will be appalled, and thus . . . it will open up a new door to who reported.
Otherwise, tell her the condition she has them in is too poor, and she won't be able to recoup the cost. If anything she could get in serious trouble; offer to take them, then take one of these ladies up on the rescue option. Waco is only a few hours drive. . . or if anyone is closer that can help. . . Good luck, this just breaks my heart.
