Regardless, I know it's tough, but reporting her would be the right thing to do. The medical issues are reason enough to report it. That house (and those people now) are spreading those germs. At the very least you could report it for public health reasons.
In a world where we all have to pick our battles, it's easy for me to say "pick this one!", but I'm not you. I know this decision is tearing you up.

I don't think it's noticeable from the outside of her place. She lives in the uptown part of Houston in the Galleria area (those who lives in Houston knows what I'm talking about) and a very luxurious apartment where neighbors are spaced very far apart (you basically have your own front porch) and plus she stays on the 4th level of the building facing a busy street. The restroom where she keeps these dogs is right next to the busy street.
We need another solution. She agreed to give them up like 30 minutes or so ago and now she says she wants to put them in an ad and sell them to get some or part of her money back. I don't even know what to do any more......
