Could a neighbor or delivery person have reported the stench or the noise?
Regardless, I know it's tough, but reporting her would be the right thing to do. The medical issues are reason enough to report it. That house (and those people now) are spreading those germs. At the very least you could report it for public health reasons.
In a world where we all have to pick our battles, it's easy for me to say "pick this one!", but I'm not you. I know this decision is tearing you up.
I will ask my friend in the morning what can be done anonymously. I will let you know what she says.
