I know up here, and in most Cities in the North, there are limits on how many dogs or cats you can have. Here it is 3 or you must get a kennel license $$$. Sacramento is also 3. They will fine you for anything more than that, plus take the extra animals. Have heard that there cities that the limit is 2. AB1634 opens the door for dog police to be knocking on your door, and your town to charge more in fees and fines.
