In general, yes. If you want a guaranteed healthy tiny, do not buy from a breeder that breeds tiny yorkies, buy from a reputable breeder that breeds healthy sized yorkies that occasionally have extra-small puppies (runts). Also, it is not wise to trust a breeder that advertises teacups or micro-tinies, because there are no such things.
