Yes it can heal without surgery, you will have to keep her crated and hold her a lot so she feels loved and not like she did something wrong.
There are a lot of dogs that get broken legs and the toy breeds are the worst.
I have had rescue dogs that we took in and cared for that had been surrendered because of a broken leg and also have had two of my own that had broken their legs. And none of them had to go on for surgery. So there is hope for her. But you must be very serious about the crating and not allowing her to run around that is a must. And lots of loving lap time, just be sure when she is in your lap you have a harness on her so you are certain she will not try to jump down. You always have a hand on that harness. Also a E Collar so she won't chew the cast off and make a mess.
That is a must too. Then when you are holding her you can take that off, because if you keep one of those collars on too long it adds heat to the ears and then you will end up with an ear problem so give her some time in the lap with no collar and lots of love.
Sending positive vibes your way that she will heal nicely without having surgery. Do keep us posted on her progress.
