I believe the carrier they are talking about is the one that places them in cargo, you can use any carrier that will fit under the seat (soft or hard) when traveling with them on the plane. It is only when they are flying alone (unescorted) is when you must have the hard carrier.

I just met a couple yesterday at the airport (picking up two babies) they brought soft carriers.
