My 4 yr old female Baby does this exact same thing. She will lick and lick till it makes her mouth so dry that she will start to hack.
I use my metal bowl and spoon discipline on her. Where I take a spoon and bang on the metal bowl loudly and say "No" the noise she can't stand and runs away. Now all I have to do is show her the bowl and she stops. Or I say, Do you want me to get the bowl out?
