I think a good breeder can start picking up on the nuances of their personalities from the first couple of weeks, and of course, just increasingly so after that. By eight weeks, the breeder should be able to give you a good idea of whether the pup will be active, loving, dominent....etc.

But of course, it's true that they can change later on as they grow and mature, and also based on their experiences!
