Puppy play can seem rough at times, with plenty of growling and biting. I woudn't be worried unless their body language became very stiff. I think I read somewhere once that when a dog rolls onto its back to play is NOT a sign of submission, but rather a sign of dominance (although a very friendly form of dominance) because that dog is encouraging the more submissive one to come over and play.
